What Should a Construction Quotation Include? A Hyderabad Homeowner’s Checklist

You’ve met two or three builders. Each one handed you a number. One quoted ₹45 lakhs, one said ₹52 lakhs, and the third said “it depends on your finishes.” All three called it a quotation.

Only one of them gave you anything close to a real one.

The problem isn’t that builders lie about their quotes. The problem is that most construction quotations in Hyderabad are incomplete, they cover the parts that look competitive and leave out the parts that make the price grow later. By the time the gaps show up, your foundation is already poured and you have no leverage.

This checklist tells you exactly what a complete, honest construction quotation must contain ,before you compare numbers, before you sign anything, and before you pay a single rupee.

Why most construction quotations in Hyderabad are incomplete

A builder competing on price has an incentive to keep the quotation thin. The lower the number looks on paper, the better the chance of winning the project. The missing items finishes, electrical brands, plumbing materila brands, waterproofing(missing balconies, stilt area, staircase landings, top slab flooring), site preparation, get added back later as “extras” or “actuals.”

This isn’t always dishonest. Sometimes builders genuinely leave items out because the client didn’t specify them. But the effect is the same: you agreed to a number that wasn’t the real number.

The protection is a checklist. Before you compare any two quotations, verify that both cover the same complete scope. A ₹45 lakh quote that excludes electrical, plumbing, and finishing is not cheaper than a ₹55 lakh quote that includes everything. It’s incomparable and potentially more expensive by the time the house is done.

The complete construction quotation checklist

Go through this list against every quotation you receive. If any item is missing, ask specifically before you compare prices.

1. Complete scope of work in writing
Every item of work that is included must be listed explicitly. Not “civil work” as a single line broken down into excavation, foundation, RCC structure, brickwork, plastering, waterproofing, flooring, doors and windows, electrical, plumbing, and painting. And every item that is excluded must also be listed. What’s not listed is where costs hide.

2. A fixed total price not an estimate
The quotation must state clearly whether the figure is a fixed price or an estimate. These are not the same thing. An estimate can change. A fixed price cannot, without your written approval. If the word “estimate” appears anywhere on the document, it is not a fixed price, regardless of how confident it sounds.

3. A BOQ – Bill of Quantities
A proper quotation is backed by a Bill of Quantities a document that lists every measurable item of work with its unit, quantity, rate, and total amount. The BOQ is what makes the total price traceable. Without it, you cannot verify whether the number is realistic, compare two quotes fairly, or check whether the work done matches what was priced. If a builder cannot or will not provide a BOQ, they cannot explain where their number came from.

4. Material specifications by brand and grade
The quotation must name the specific materials that will be used: cement brand and grade, steel grade and brand, tile brand and size, electrical wire brand, plumbing pipe brand, paint brand and product. Not “good quality materials”, actual names. Without a material specification, a builder can use cheaper materials after signing and still claim the work is complete.

5. A stage-wise payment schedule
How much is due at each stage, and what triggers each payment? A quotation that asks for a large advance upfront, or that ties payments to dates rather than completed work, shifts the risk entirely to you. The right payment schedule: each instalment is triggered by a completed, verifiable construction milestone , not by the builder’s cash requirements.

6. A project timeline with milestones
The quotation should state when the project will start, when each major stage will be completed, and when the handover will happen. Without a timeline, there is no basis for a delay penalty, and no way to hold anyone accountable for running late.

7. A delay penalty clause
What happens if the builder misses the timeline? A quotation with no delay penalty puts all the risk of time overrun on you. Look for a specific, quantified penalty ideally applied at each stage, not just at final completion.

8. Bill documentation commitment
Will the builder give you a bill for every material purchased and every labour payment made? Most builders avoid this it exposes their margins and makes substitution impossible. A quotation that commits to full bill documentation is materially more trustworthy than one that doesn’t mention it.

9. Variation order process
What happens when you want to change something mid-build? The quotation must specify that all changes require a signed written variation order with an agreed price before execution. Without this, “we’ll sort it later” becomes the most expensive sentence in your project.

10. Independent verification right
Does the quotation or contract give you the right to appoint your own CA and architect to verify the work and the bills before you release payment? This is rare which is exactly why it matters. A builder who includes this has nothing to hide.

The comparison trap – why you can’t compare quotes on price alone

When three quotations are in front of you, the instinct is to compare the totals. This is the comparison trap and it’s how the cheapest quote becomes the most expensive project.

Before comparing numbers, do this instead: make a simple table with all three quotes across the top and the ten checklist items down the side. Mark yes or no for each builder against each item. The quotation that passes the most checks is the real baseline and its price is the number to compare against, not the thinnest quote.

A builder who passes all ten may not be the lowest number. But they’re the only one quoting a complete product. Everyone else is quoting a starting point.

Red flags in a construction quotation

Watch for these specifically:

“Subject to market rates” – means the price can change based on material costs. Not fixed.

“Finishes as per client choice” – finishes are not priced. A significant portion of your budget is unquoted.

“Electrical Brands and plumbing Brand materials extra” – two of the most expensive line items excluded from the headline number.

“Balance on completion” – vague payment term with no stage linkage. No incentive to complete on time.

“Quality materials will be used” – no brand, no grade, no accountability.

A single-line total with no breakdown – not a quotation. A number.
